If you have set up an event to receive bookings. An admin can invite other users and/or whole groups to the event. This means that for every invited user a booking is created with the status Invited. The invited users do get a mail where they can accept or decline the invitation. If the event is a paid event, they need to pay it.
The invite action is available in the toolbar of the event in the detail view on the front end. Make sure that the user who wants to invite others has the required "Invite" permission.
